Discussion:
It is very important to know whose employee a home care worker is.

Is the worker the employee of the person receiving care?

Of the agency who provided the worker?

Or a "self-employed" "independent contractor"?

Different agencies providing home care workers take different approaches. Even within the same agency, there may be different approaches taken. Keep in mind:

Some agencies are solely "registries." They provide workers who are not employees of the agency.

Other agencies provide workers, some of whom are employees of the agency, some of whom are not.
