Effective January 1, 2004, Californians under age 65 who are covered by
Medicare due to a disability have a one-time opportunity lasting 90 days to
buy a Medigap policy.
Individuals may purchase Plans A, B, C, F or one of
three plans that include prescription drug coverage. Companies must sell
policies to eligible individuals regardless of their health condition and
cannot exclude pre-existing conditions. (The opportunity does not apply to
people with end-stage renal disease or to those who took advantage of a
similar opportunity in 2001).
To help people with decisions regarding the
purchase of Medigap coverage, the California Department of Insurance has a
guide called "2003 Guide on Medicare Supplement Insurance" available on its
web site at www.insurance.ca.gov/SAB/Premium_Surveys/MedSup-Rate_Guide/main.html.
