The State of California offers homeowner and renter assistance through a
once a year payment to qualified individuals. The assistance is based on a
portion of the property taxes paid by the homeowner or indirectly paid by
the renter. A person may qualify for the 2003 Homeowner and Renter
Assistance, which covers the 2002 calendar year, if the person meets each of
the following requirements:
- was at least 62 years old, blind or disabled on December 31, 2002,
- owned and lived in the person's own home on December 31, 2002, or paid
rent of $50 or more per month in 2002 for a qualified rented residence,
- had maximum total household income of $37, 676 in 2002, and
- is a United States citizen, a designated alien, or a qualified alien at
the time of filing a claim.
A person may qualify for assistance even if the person is not required to
file a state income tax return.
Claims can be filed until June 30, 2004. Individuals may obtain free
assistance from volunteers until October 15, 2003 (some communities may
provide local volunteer services beyond that date). To find the address of a
volunteer site, individuals may call the Franchise Tax Board (FTB) at (800)
338-0505 or check the FTB web site at
www.ftb.ca.gov/individuals/hra/index.asp. In addition, some communities may
offer volunteer services that are not included in the FTB listing.
